Position Overview
The Division of Developmental Disabilities is pleased to announce an opening for a Human Resources Director for the Ann M. Kiley Developmental Center in Waukegan. The Ann M. Kiley Developmental Center is seeking to hire an energetic and detail-oriented individual who will lead and direct the Human Resources and Labor Relations functions at the center. This role provides support and assistance to all employees of the center and ensures management focuses on providing a positive and productive work environment for all employees.
 

Job Responsibilities
1. Serves as the Human Resources Director for the Ann M. Kiley Developmental Center.
2. Serves as a full line supervisor.
3.  Confirms appropriate classification within the Position Classification plan while meeting the classification needs of the center.
4. Reports regularly on personnel issues such as changes in personnel policies and procedures, employee turnover, and the general status of the personnel operation of the center.
5. Administers the Labor Relations program for the center.
6. Participates as a member of the Executive Committee.
7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
 

Minimum Qualifications
1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college,  preferably with courses in business or public administration.
2. Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.
 

Preferred Qualifications (in priority order)
1. Three (3) years of experience, preferably five (5) years, supervising paraprofessional and professional staffing including assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, and approving time off.
2.  Two (2) years of professional experience working with human resources and labor relations rules, regulations, and procedures.
3. Two (2) years of professional experience with labor relation activities, including negotiations, grievances, and contract interpretations, while utilizing ethical practices and procedures.
4. Three (3) years of professional personnel experience in a private or public organization maintaining the confidentiality and handling sensitive information with professionalism.
5.  Three (3) years of professional experience providing advice and counsel to employees and senior leaders regarding human resources and labor relations issues.
6.  Three (3) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.
7. Basic proficiency in Microsoft Office Suite including Microsoft Word and Excel software programs.
 

Conditions of Employment
1. Requires ability to pass the IDHS background check.
2. Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
3. Requires the ability to meet all agency vaccine/health-related policies and guidance.
4. Ability to work after business hours and work weekends on a rotation basis.
