REGISTERED NURSING CONSULTANT

The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning and administration of all publicly funded substance abuse and mental health services, designating Baker Act Receiving facilities, and licensing substance abuse providers.

THIS IS NOT A TELEWORK POSITION. CANDIDATE WILL BE REQUIRED TO WORK IN THE TALLAHASSEE OFFICE.
 
This is a highly responsible and professional position that will serve as the Registered Nursing Consultant within the SAMH program office. This position will collaborate with each section within the program office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.
 
Specific Duties and Responsibilities include:
  • Coordinates with the Policy Devopment team for policies affecting state mental health treatment facilities. 
  • Monitors and analyzes facility incident reporting within the Facility Incident Tracking System (FITS) and Incident Reporting Analysis System (IRAS) and recomments process improvements based on best practices.
  • Performs desk reviews and participates in on-site audits of state and contracted facilities, analyzing medical services and risk management activities, including mental helath and primary care services at the state mental health treatment facilities.
  • Works closely with the SMHTF Medical Executive Directors and Nursing Directors in developing medical and psychiatric standards based on research and best practices. Reviews psychiatric and medical practices and processes and makes recommendations for improvements.
  • Works collaboratively with MEDs, Nursing Directors and SMHTF Program Office Staff in the development of statewide policies in accordance with applicable State Statutes, Rules, Federal Regulations and quality standards of care for medical and psychiatric services.
  • Develops and monitors State Mental Health Treatment Facilities accountability metrics in collaboration with DCF Quality Office. Conducts evaluations on impact of training on improvement of medical processes and services. Obtains and disseminates literature on best practices and relevant quality management topics and risk management to medical staff and management.
  • Acts in a supportive role for the Canadian Prescription Drug Importation Program in partnership with the Director, the Agency for Health Care Administration and the state mental health treatment facilities.
  • Collaborates on legislative bill development and analysis as requested.

  • Ability to develop and implement various program monitoring methodologies and techniques.
  • Ability to provide in-service training on medical and health care services, patient assessments, and utilization practices.
  • Ability to develop program policy, procedures, manuals, administrative rules and agreements.
  • Ability to understand and apply applicable rules, regulations, policies and procedures.
  • Ability to prioritize work load.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to develop various reports.
  • Ability to formulate and monitor nursing standards and operating policies and procedures.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to communicate effectively.
 
MINIMUM QUALIFICATIONS
  • Licensure as a Registered Professional Nurse in accordance with Florida Statute 464 or eligible to practice nursing in accordance with Florida Administrative Code 210-8.27 and four years of professional nursing experience, two years of which must have been in a supervisory or administrative capacity.
  • A bachelor's degree from an accredited college or university with a major in nursing can substitute for one year of the required general professional nursing experience.
  • A master's degree from an accredited college or university in nursing can substitute for two years of the required general professional nursing experience.
