Onsite Wastewater Inspector (Environmental Health Manager II)
- Under general supervision, perform assigned inspections, evaluations, and complaint investigations for the Environmental Affairs, Bureau of Environmental Health Services Midlands – Columbia onsite wastewater program.
- In accordance with Regulation 61-56, Onsite Wastewater Systems (OSWW), conduct initial evaluations of proposed sites for the purpose of issuing OSWW permits.
- Design and permit suitable sites according to state regulations and policies. Conducts second opinions on requested sites.
- Conduct inspections of installed onsite wastewater systems to ensure compliance with state regulations.
- Investigate complaints, determine validity, make recommendation for corrective actions, and take appropriate enforcement action as determined by state laws, regulations, and agency policies.
- Prepare reports/referrals of a professional and technical nature for enforcement activities and recommend action for violations.
- Provide consultation to the regulated community and general public on state laws, regulations, and standards.
- Perform other duties as required.
Minimum and Additional Requirements
- A bachelor’s degree in the natural or physical sciences* or related technical field;
- OR an associate degree in the natural or physical sciences or related technical field and three years of environmental health or related experience;
- OR high school diploma and five years of environmental health or related experience.
*These fields include but are not limited to branches relating to Physics, Chemistry, Earth Sciences, etc.
Institutions of higher learning must be recognized by the Council for Higher Education Accreditation.

- Ability to:
- Ascend/descend ladders and transport equipment weighing up to fifty (50) pounds.
- Evaluate sites for the installation of septic tanks, which includes operating a manual soil auger to a depth of three (3) to six (6) feet.
- Make observations and inspections of facilities, samples, plans, specifications, and reports, etc.
- Identify precise gradient changes between colors.
- Maintain a professional appearance.
- Traverse and work on complex terrain.
- Conduct field tests using delicate instruments and chemicals. To ensure personal safety, this requires care, precision, and the ability to steadily grasp and hold equipment, instruments, and chemicals in field environment.
- For the safety of the employee, the safety of others, and to comply with OSHA regulations, this position requires the ability to wear personal protective equipment (PPE) to include, but not limited to, boots, safety glasses, and gloves.
- Approximately 90% of the time will be spend outdoors in the field. Work conditions may expose employee to inclement weather, temperature extremes, and the presence of wildlife. Duties make take place in open fields, streets, wooded area, rural and urban areas, and developed and underdeveloped sites
- May require:
- Daily travel throughout the state.
- Occasional overnight travel.
- Participation on the Environmental Response Team and is subject to on call or call back 24/7.
Preferred Qualifications
- Familiarity with onsite wastewater methods and Standard Operating Procedures (SOPs).
- Training or experience in describing or classifying soils.
- Ability to prioritize and manage time effectively.
- Proficiency with Microsoft Office Professional (Word, Excel, PowerPoint).
