Air Inspector (Environmental Health Manager II)

  • Under general supervision, perform assigned inspections and evaluations for the Environmental Affairs, Bureau of Environmental Health Services, Pee Dee Area - Sumter/Florence air quality program. May perform supervisory and/or training duties. Provides advanced knowledge and understanding of the air quality program or demonstrates potential for advanced understanding of the program area.
  • Implement the regional air quality program. 
  • Conduct routine inspections of major and minor air sources for compliance with regulations and standards. 
  • Perform visible emission observations and successfully complete semi-annual smoke school activities. 
  • Provide enforcement documentation, as necessary, and participate in enforcement hearings. 
  • Assist team leader with MBO management on a quarterly basis. 
  • Assist with training staff on these tasks as required.
  • Provide advice and technical assistance to industries, municipalities, and the general public on state and federal air quality laws and regulations. 
  • Assist with training staff on this task as required.
  • Work with regional air staff in scheduling assignments and performing evaluations according to agency policy, procedures, and time frames. 
  • Assist with training staff on this task as required. 
  • Respond to air complaints, as well as other regional program complaints, as needed.
  • Ensure proper and timely disposition of complaints. 
  • Assist with training staff on this task as required.
  • Coordinate with Central Office air laboratory in maintaining and operating ambient air monitoring/sampling network. 
  • Assist with training staff on this task as required.
  • Perform other duties as required, which includes, but is not limited to, attending periodic staff meetings and training.

Minimum and Additional Requirements
  • A bachelor’s degree in the natural or physical sciences* or related technical field; 
  • OR an associate degree in the natural or physical sciences or related technical field and three (3) years of environmental health or related experience; 
  • OR high school diploma and five (5) years of environmental health or related experience. 

*These fields include but are not limited to branches relating to Physics, Chemistry, Earth Sciences, etc.

Institutions of higher learning must be recognized by the Council for Higher Education Accreditation.
 
ADDITIONAL REQUIREMENTS:

  • Work in all reasonable weather conditions and access non-traditional work environments.
  • Ability to:
  • Ascend/descend ladders and transport equipment weighing up to fifty (50) pounds.
  • Make visual observations of facilities, samples, plans, specifications, reports, etc.
  • Identify precise gradient changes between colors.
  • Maintain a professional appearance. 
  • Traverse and work on complex terrain 
  • Approximately 90% of the time will be spend outdoors in the field. Work conditions may expose employee to inclement weather, temperature extremes, and the presence of wildlife. Duties make take place in open fields, streets, wooded area, rural and urban areas, and developed and underdeveloped sites.
  • For the safety of the employee, the safety of others, and to comply with OSHA regulations, this position requires the ability to wear personal protective equipment (PPE) to include, but not limited to, boots, safety glasses, and gloves.
  • May require:
  • Daily travel throughout the state.
  • Occasional overnight travel.
  • Participation on the Environmental Response Team and is subject to on call or call back 24/7.

Preferred Qualifications
  • Experience with, or knowledge of, air quality related activities.
  • Knowledge of environmental health regulations.
  • Data management skills.
  • Ability to prioritize and manage time effectively.
  • Proficiency with Microsoft Office Professional (Word, Excel, PowerPoint).
