Construction Management Specialist

This position will coordinate, administer, inspect. and monitor various forms of construction and development contracts, including compliance with City policies, program funding and project requirements.

  • Inspect properties to document the existing conditions of structural and mechanical systems; determine state of repair of interior and exterior surfaces. Document blight.
  • Perform cost estimates for required rehabilitation, modernization, and/or structural repairs and ensure that work is in compliance with program guidelines, and/or funding requirements.
  • Prepare and/or review specifications, plans, bid proposal forms and associated documents detailing the manner in which required repairs must be performed to meet city and state codes, program guidelines, CPED policies and/or funding requirements for owner occupied rehabilitation and City funded residential, commercial or industrial projects.
  • Review plans and specifications for rehabilitation or new construction projects to ensure compliance with program funding requirements. 
  • Review construction documents, monitor bidding and construction for projects with emergency shelters with goal of maximizing development dollars. 
  • Conduct random inspections of building and other site improvements of City funded projects to monitor progress and verify that work in progress is in compliance with program requirements; mediate disputes between clients and contractors; review change orders and provide comments to the developer and General Contractor.
  • Conduct final property inspection prior to issuance of "Certificate of Completion".

Required Qualifications
Education
High School Diploma or equivalent. Bachelor’s Degree in Construction Management, Engineering, or a related field is preferred.

Experience
Four plus years in construction management, engineering or a related field demonstrating a thorough knowledge of the construction industry and related activities.

Equivalency 
May Consider a combination of education and experience. Two-year degree and 2 years’ experience, or four-year degree with one-year experience.

License/Certifications
Valid Driver’s License
