Environmental Engineering Associate I - General Permitting

This position is located in the General Permitting Section of the Bureau of Air Quality. 

The selected applicant will be responsible for the implementation of the permitting requirements of the State of South Carolina's air pollution control regulations and the 1990 Clean Air Act Amendments. Under direct supervision, the selected candidate will perform entry-level work by developing and planning for analysis and evaluation of industrial sources of air pollution concerning construction and operating permits. The position could be located in one of the other three permitting sections in the Air Permitting Division depending on staffing needs at the time of the job offer.

The selected candidate will: analyze and evaluate air pollution sources and control equipment, through plans and specifications, located at industrial facilities, which are proposed for construction or modification. Issue construction permits as needed according to state and federal regulations.

Analyze and evaluate applications and supporting data and issues operating permits for industries, including major source Title V operating permits, as needed according to state and federal regulations.

Attend public meetings and/or hearings as necessary. Serve as an expert witness for court proceedings or administrative hearings related to these permit decisions.

Plan and conduct site visits at air pollution sources as needed to determine conformity with
approved plans and specifications; collect data for the evaluation of operating permits.
consult with industrial officials concerning regulations and air pollution control. 

Minimum and Additional Requirements
State Minimum Requirements: A bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management.

Agency Additional Requirements: A bachelor’s degree in engineering. The education must qualify the applicant to become registered as a Level A Professional Engineer in South Carolina and must meet one of the education requirements outlined on the South Carolina Department of Labor, Licensing and, Regulations website found at:
If the applicant is utilizing the 'substantially equivalent education' pathway, the approval letter from LLR must be final at time of application.

Preferred Qualifications
An engineer in training (EIT) is desirable along with the ability and educational background to become a registered professional engineer. Environmental and/or air permitting experience; knowledge of the Clean Air Act; in depth knowledge of industrial processes and the associated pollution control equipment and demonstrated excellent communication (Both oral and written). A desire to serve the public.
