The Oregon Department of Environmental Quality has a full-time opportunity for an Enforcement Administrative Specialist (Administrative Specialist 2) in Portland, Oregon.

DEQ inspectors encourage compliance with environmental law through inspections of permitted facilities, technical assistance, investigation of complaints, response to spills or other incidents with environmental impacts, issuance of warning letters, and for serious violations that meet certain criteria, referral of the individual or business to the Office of Compliance and Enforcement (OCE). OCE issues formal enforcement actions to these violators, most often civil penalties and compliance orders, but also revocation of licenses and permits. The purpose of formal enforcement is to bring violators into compliance with environmental law and to create specific deterrence (for the violator) and general deterrence (for the public). OCE work is often high profile, both politically and in the media, and as such, activities of the section may receive intense scrutiny at times. Click here to view a map of all of the DEQ offices.
What you will do!
You will perform organizational and Office of Compliance and Enforcement (OCE) program support functions, primarily related to supporting the OCE manager and staff by monitoring internal program activities, auditing data, evaluating OCE business processes, project managing updates to enforcement procedures, and policies, and implementing OCE’s business processes related to the processing of enforcement referrals, management of enforcement data, management of civil penalty payments, and the collection of delinquent debt.

What are we looking for?
Minimum Qualifications: 2 years of experience as an administrative specialist or executive support specialist which included administrative support for a project, program, or operation. Duties should have included the interpretation of laws, rules, and regulations; administrative data collection and analysis; and evaluation of projects, processes, and operations.
Candidates who are most competitive will also reflect the following:

  • Excellent understanding of enforcement and collection procedures, as well as familiarity with enforcement and collection-related rules and statutes.
  • Excellent verbal and written communication skills, interpersonal skills, and customer service skills.
  • Strong organizational and time management skills with an ability to switch priorities or projects seamlessly; high aptitude for learning new things and an ability to pay attention to detail.
  • Ability to explain, interpret, and apply Federal and State employment laws, policies, procedures, rules, regulations, and collective bargaining agreements.
  • Experience with databases, including entering data, running reports, and maintaining data integrity.
  • Experience researching, analyzing, and interpreting data and other information.
  • Experience tracking the status of accounts, coordinating payment plans, processing invoices, auditing accounts, interpreting bankruptcy law, and dealing with collections regulations.
  • Proficient in Microsoft Office: Word, Excel, Outlook, and PowerPoint.
Working Conditions:
Work is primarily in a fast-paced professional office. This position involves filing, standing, and occasional lifting of objects which weigh up to 25 pounds. This position requires occasional travel on official State business for meetings, conferences, and public hearings, some of which may be held in the evenings and involve overnight stays. This position requires in-person work at the DEQ’s Headquarters Office.
