The Oregon Department of Environmental Quality (DEQ) currently has a full-time opportunity for a Accounting Technician in Portland, Oregon. There are two openings. One is an Accounts Payable position and the other is a Travel Accounting Techinican position. Please indicate in the questionnaire which position you are interested in-Accounts Payable, Travel Accounting Technician, or both.
The mission of the Department of Environmental Quality is to be a leader in restoring, maintaining, and enhancing the quality of Oregon’s air, water, and land. The Central Services Division (CSD) assists the Department in achieving its mission by providing central management services for the agency in accounting, budgeting, information systems, human resources, health and safety, purchasing, property control, intergovernmental coordination and pollution bond fund and tax credit program assistance.  The Division serves four headquarters divisions, three regional divisions throughout Oregon and the laboratory division.  Services are provided for over 800 positions, various local and regional governments, and directly to citizens.
The Financial Services Section provides agency-wide accounting, audit coordination, contract and agreement compliance, cost recovery project accounting, payroll support, financial reporting services, biennial budget support through preparation and monitoring, emergency board requests and fiscal analysis of legislation and other proposals.  Click here to view a map of all the DEQ offices.
What you will do!
Accounts Payable:
You will support the agency by reviewing and processing accounts payable transactions. You will ensure that accounts payables transactions include all pertinent documentation and are paid timely in accordance with all relevant rules and procedures. You will maintain subsidiary accounts and records to monitor payments and balances for certain contracts and recurring payments.  You will assist staff in resolving problems related to invoices and payments, communicate resolution to staff and vendors, explain application of governing regulations to employees and vendors, and prepare special financial and statistical reports as needed.
Travel Accounting Technician:
You will process all travel and moving claims for the Department and review and process all out-of-state travel requests. You will provide guidance and training to Agency staff on travel rules, policies, and procedures. You will also administer the travel credit card program and pay major travel related bills. You will review cardholder State Corporate Purchasing Credit Card logs and documentation for completeness and accuracy. Assigns agency object codes to all Corporate Purchasing Visa Card transactions. You will process the State Financial Management System (SFMS) interface to allocate Corporate Purchasing Credit Card costs to appropriate cost centers.

What are we looking for?
Minimum Qualifications: 2 years of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits;
OR 1 year of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits AND at least 43 quarter (29 semester) credit hours in college coursework, that includes 9 quarter (6 semester) credit hours in accounting.
OR 94 quarter (62 semester) hours in college coursework, including 12 quarter (8 semester) hours in accounting that includes accounting level 1 and level 2 courses.
Candidates who are most competitive will also reflect the following:
  • Experience coding transactions and checking them for accuracy, balancing, and resolving discrepancies in computer edits.
  • Experience working in a deadline driven environment.
  • Experience performing reconciliations of complex accounting information.
  • Proficiency in Microsoft Excel, Word, and Access (or similar database).
  • Experience using State Financial Management System (SFMS).
  • Experience reviewing accounting work and communicating errors to others.
Working Conditions:
Work is primarily in an office setting. There is frequent work under tight deadlines, including daily and monthly deadlines, as well as fiscal year-end deadlines. Extended hours will be needed during fiscal year-end reporting. Occasional travel is needed.
