Natural Resource Specialist - Part time

Provide technical assistance and oversight to locally administered projects (LAP) under agreement with VDOT. Serve as VDOT’s environmental contact and liaison to provide guidance on environmental laws, regulations and department policies/procedures related to VDOT’s Local Assistance Programs. Attend meetings, compile/provide the appropriate Environmental Scoping Recommendations forms as well as other technical environmental guidance to communicate environmental requirements for LAPs.

Ensure locality prepared environmental documents meet VDOT quality control standards and procedures for acceptance. Prepare NEPA documentation and other environmental document deliverables; administer the State Environmental Review Process (SERP). Ensure NEPA and other project due diligence documentation is maintained in CEDAR to support an Administrative Record. Apply working knowledge of highway transportation project development practices involving planning, traffic, design, right of way and construction.

This is a wage/hourly position, no state benefits are provided.

Minimum Qualifications             
  • Working knowledge of highway transportation project development practices involving planning, traffic, design, right of way and construction.
  • Broad-based experience reflecting knowledge of and ability to interpret federal, state and local transportation and environmental rules, laws, regulations, policies and practices but not limited to NEPA, Section 106 and water quality permitting.
  • Ability to read highway engineering plans.
  • Ability to communicate effectively through written technical reports, correspondence, and verbal presentations.
  • Proficiency in use of computers and software programs (MS Office preferred).
Preferred Qualifications             
  • Bachelor’s degree in environmental planning, environmental/natural sciences, forestry/vegetation management, biology/ecology, chemistry, geology, or related field or equivalent training and experience preferred.
Special Requirements   
  • References, work history, and DMV records will be verified. Fingerprint-based criminal history records check required. Valid Driver’s License.

Salary Range
  • $29.42 -$47.81 per hour
